PURPOSE: A high efficiency wave power generator is provided to maximize the efficiency of converting energy, and to prevent large stress on a power conversion part. CONSTITUTION: A high efficiency wave power generator(110) comprises a first fly wheel(111), a first electric motor, a first torque driving unit(113), a first hydraulic cylinder(116a), a hydraulic motor(123), and a generator(126). The first fly wheel comprises angular momentum through the rotation in a first direction. The first electric motor supplies rotary force to the first fly wheel in the first direction. The first torque driving unit delivers torque generated by changes in the angular momentum of the first fly wheel. The first hydraulic cylinder converts the torque into hydraulic pressure. The hydraulic motor supplies the rotary force using converted hydraulic pressure. The generator converts the rotary force of the hydraulic motor into electricity.
