<P>PROBLEM TO BE SOLVED: To provide a writing utensil which does not cause a pocket clip to disturb the operation of the writing utensil, the exhibition of the utensil, and the expression of characters or the like, and is excellent in design. <P>SOLUTION: This writing utensil is constituted of a shaft cylinder 10 divided into a clip 10A and a shaft cylinder body 10B, and the clip 10A is supported in a rocking manner by the shaft cylinder body 10B, by fitting the fitting projecting part (a rocking center) 10a of the clip 10A into the fitting recessed part 10b of the clip. In addition, when a cap 17 fitted into an annular part 14 is pressed backward (in the direction of an arrow mark F), the lower end side of the clip is oscillated and its cut face A is separated from the cut face b at the shaft cylinder body 10B to form a slit.
