PURPOSE: A silicon steel plate and a manufacturing method thereof are provided to increase the content of silicon, penetrate and spread a corrosion resistance material in the steel plate, thereby improving the corrosion resistance and surface roughness of the steel plate. CONSTITUTION: A manufacturing method of a silicon steel plate(200) comprises: a step(S100) of arranging the silicon steel plate, in which the content of silicon is less than 3.5 wt%, inside a chamber(100); a step(S200) of arranging a source, which includes at least one corrosion resistance material of Ni and Cr, in the chamber(100); a step(S300) of implementing a vacuum heat treatment to the silicon steel plate in the chamber(100) at the temperature of 1100 to 1400°C and at the vacuum degree of 7×10-3 to 7×10-7 Torr so that a high silicon steel plate, in which at least one of less than 5 wt% of Ni and less than 5 wt% is included and the content of silicon is 3.6 to 7.0 wt%, is formed. The step(S100) further includes a step of removing the surface film, which is composed of the silicon steel plate(200) oxide.
