PURPOSE: A method and an apparatus for video encoding and decoding are provided to reduce complexity by using the information of neighboring LCUs(Largest Coding Units) in coding/decodeing a current LCU. CONSTITUTION: An encoder and a decoder specify the position of LCUs(Largest Coding Units) around a current LCU. The encoder and the decoder obtain the encoding information of the LCUs. Based on the encoding information obtained from the LCUs, the encoder and the decoder perform coding and decoding on the current LCU.
