PURPOSE: A device and method for reducing the surface defects of a hot rolled coil are provided to stabilize the fluctuation of molten steel by varying currents supplied to an electromagnetic brake during a continuous casting process. CONSTITUTION: A device for reducing the surface defects of a hot rolled coil comprises an electromagnetic brake(35), a surface defect detection unit(140), and a control unit(160). The electromagnetic brake controls the flow speed of molten steel stored in a mold(30) by supplying electromagnetic force to the molten steel. The surface defect detection unit detects surface defects through the surface image of a hot rolled coil and counts the quantity of the detected surface defects. The control unit controls the flow of the molten steel by increasing target currents supplied to the electromagnetic brake according to the counted quantity of the surface defects.
