<P>PROBLEM TO BE SOLVED: To provide a TS switchover device capable of issuing an emergency alarm immediately after the occurrence. <P>SOLUTION: A TS switchover device, to which TS (Transport Stream) signals of a plurality of systems are input, includes switchover unit, delay unit, detection unit, bypass processing unit and multiplexing unit. The switchover unit switches to output a TS signal of one system among the TS signals of the plurality of systems. The delay unit aligns TS signal time slots of the respective systems in an input pre-stage. The detection unit detects the presence or absence of emergency information packet-by-packet included in at least the TS signal of the output system. The bypass processing unit bypasses the TS packet having the emergency information detected by the detection unit, to a route not passing through the delay unit.
