<P>PROBLEM TO BE SOLVED: To excellently keep image quality by reproducing a faithful color in an inputted image, when an image having a photographic area and a character area is inputted to form the image. <P>SOLUTION: An image forming apparatus 1A forms the image on an image carrier 31 according to image data. At this time, a focused image area previously prescribed in the image data and a non-focused image area, that is, all other areas except the focused image area are extracted to obtain an attribute map for distinguishing between the focused image area and the non-focused image area. When the image carrier is exposed to form a latent image on the image carrier, according to the image data, exposure modulation is performed according to a lookup table where the exposure amounts of the focused image area and the non-focused image area are prescribed, the image data and the attribute map, for each of the focused image area and the non-focused image area.
