PURPOSE: A video coding method, an apparatus thereof, a video decoding method, and an apparatus thereof are provided to increase the efficiency of a symbol encoding/decoding process by applying a simple binarizing mode. CONSTITUTION: A video decoder performs parsing of symbols of image blocks from received bit stream(61). The decoder classifies a current symbol into a prefix bit string and a suffix bit string(63). The decoder performs arithmetic decoding according to an arithmetic decoding method(65). The decoder performs de-binarization according to each binarization method(67). The decoder restores the image blocks(69).
