PROBLEM TO BE SOLVED: To determine a level of a mood of a user as the basis of a psychological state of the user.

SOLUTION: This invention provides the mood determining apparatus including a control device 10 which executes: an image obtaining function for obtaining a plurality of images captured within a predetermined tracking time T using a camera 1 which can capture images of a cranial region of the user; a characteristic region extraction function for extracting characteristic regions of the face of the user from the respective captured images; an index amount calculation function for calculating index amounts of the respective characteristic regions in the tracking time T; a correlation degree calculation function for calculating a degree of correlation between the calculated index amount in the tracking time and a reference index amount of each characteristic region previously calculated when the user is in a normal state in the tracking time T; and a determination function for determining a degree of mood of the user based on the degree of correlation.
