<P>PROBLEM TO BE SOLVED: To prevent the occurrence of the phenomenon in which a DLL circuit does not lock. <P>SOLUTION: The DLL circuit has a counter circuit 202, and a delay line 201 for applying a delay corresponding to a count value CNT of the counter circuit 202 to an internal clock signal LCLK. The counter circuit 202 is first set to a first count value, and the count value CNT is periodically updated on the basis of a determination signal PD. Unless the phase of the internal clock signal LCLK reaches a desired phase, the counter circuit 202 is set to a second count value different from the first count value and the DLL circuit 200 is restarted.
