<P>PROBLEM TO BE SOLVED: To solve the following problems of time measurement in the practice of a track and field because there are problems that accurate measurement cannot be performed when using a simple measurement means such as "manual measurement", and a time or trouble is taken in installation or operation when trying to perform the accurate measurement, the time measurement where the installation is easy and the measurement is accurate is demanded, and when a plurality of athletes simultaneously run, there are devices not capable of favorably performing the measurement. <P>SOLUTION: An infrared irradiation device (2) for a start is installed near the start, and an infrared irradiation device (3) for a goal is installed near the goal. Each athlete wears a portable clocking device (1) including an infrared signal detection means (4) and runs. The infrared irradiation device (2) for the start irradiates an infrared signal simultaneously with a signal sound of the start, and the portable clocking devices (1) start the measurement. When the athlete passes the goal, the infrared irradiation device (3) for the goal detects an infrared signal irradiated by the infrared irradiation device for the goal, and the portable clocking device (1) ends the measurement.
