<P>PROBLEM TO BE SOLVED: To provide a primer composition having low viscosity and excellent workability with excellent operatability and safety and further having excellent adhesion improvement. <P>SOLUTION: The primer composition is obtained containing an isocyanate group-containing compound and a solvent and having no ignition point observed by a method designated by: the appended table 1 and note 10 in a supplementary provision in the Fire Service Law; the paragraph 6 of Article 1 in Ministerial ordinance concerning the test and the property of a dangerous object; and the appended tables 9 and 10 in the Ministerial ordinance concerning the test and the property of a dangerous object. The primer composition has excellent operability and safety because the ignition point is not observed and has low viscosity and excellent workability.
