<P>PROBLEM TO BE SOLVED: To provide a silicone resin composition which is excellent in transparency and heat resistance, has both a thermoplastic property and a thermosetting property, can lower thermal setting temperature, and is excellent in flexibility, to provide an encapsulating layer comprising the silicone resin composition, to provide a reflector comprising the silicone resin composition, and to provide an optical semiconductor device equipped with them. <P>SOLUTION: The silicone resin composition is characterized by comprising a cage type octasilsesquioxane having groups represented by formula (1) (wherein, R<SP POS="POST">1</SP>is a monovalent hydrocarbon group; R<SP POS="POST">2</SP>is H or a monovalent hydrocarbon group, and as the total average value of the cage type octasilsesquioxane, the molar ratio of the monovalent hydrocarbon group of R<SP POS="POST">2</SP>: hydrogen is in a range of 6.5:1.5-5.5:2.5), a both terminal alkenyl group side chain-containing polysiloxane having a less molar number of alkenyl groups than the molar number of the hydrosilyl groups of the cage type octasilsesquioxane, a hydrosilylation catalyst, and an alkenyl group side chain-containing polysiloxane.
