<P>PROBLEM TO BE SOLVED: To provide a gas diffusion layer capable of achieving both of conductivity and gas permeability of the gas diffusion layer, the conductivity and gas permeability being usually in a trade-off relation, thereby contributing to a performance improvement in a solid polymer fuel cell, and to provide a method for manufacturing the gas diffusion layer. <P>SOLUTION: A gas diffusion layer 30 for a fuel cell includes a gas diffusion layer base material 32 and a micro porous layer 31 formed on a surface of the base material 32.
