<P>PROBLEM TO BE SOLVED: To enable improvement of encoding efficiency. <P>SOLUTION: An image processing device comprises: a setting unit that sets a quantization matrix to be used in inversely quantizing transform coefficient data of an image according to a prediction mode used in encoding the image; and an inverse quantization unit that inversely quantizes the transform coefficient data using the quantization matrix set by the setting unit.
