<P>PROBLEM TO BE SOLVED: To rapidly and easily obtain the optimum speed of an inching switch desired by a fisher. <P>SOLUTION: In S1, an initial inching winding-up speed is set. If in S5 a determination is made that an inching winding-up switch SW1 has been turned on while the motor 12 is turning at a predetermined turning speed after a rocking operation of the adjustment lever 5 to a predetermined position has been carried out, in S6 a setting for changing the predetermined turning speed set according to the rocking position of the adjustment lever 5 to the inching winding-up speed of the inching winding-up switch SW1 is performed.
