PROBLEM TO BE SOLVED: To determine an operation point of an engine for optimizing consumption of fuel by taking into consideration inertia power.

SOLUTION: Set values of an engine rotating speed Ne_next and engine torque Te_next in the next control point for minimizing fuel consumption by the engine, are determined in response to a combination of request power Pe_bs to be generated by the engine and an engine rotating speed Ne_now of present time.
