PROBLEM TO BE SOLVED: To provide a substrate which is excellent in foreign matter blocking properties and achieves cost reduction, a display device having the substrate, and a manufacturing method of the substrate.

SOLUTION: A substrate S includes a sheet-like core member 1 having recesses opened in the surface, and a barrier layer 5 covering the whole surface of the core member and composed of an organic material or inorganic material. The barrier layer 5 fills the insides of recesses of the core member 1.
