<P>PROBLEM TO BE SOLVED: To provide liquid developer that has reduced the occurrence of document offset. <P>SOLUTION: Liquid developer contains toner particles, insulating liquid, and dispersant. The toner particle contains resin and pigment dispersed in the resin; the resin contains a polyester resin; and the dispersant contains a basic polymer dispersant.
