<P>PROBLEM TO BE SOLVED: To provide a device and a method that enable compatible reflection of a setup item to a conventional setup value (configuration data) even when the setup item that does not exist in the setup value is newly added by developing new functionality for a new model. <P>SOLUTION: A virtual setup value that is compatible with a specific model of an image forming apparatus are generated by using a model-specific setup value schema that defines the schema of setup values for each model of a plurality of image forming apparatuses, and setup values for tenant, which is obtained by setting the setup values for the plurality of image forming apparatuses by a user.
