PROBLEM TO BE SOLVED: To perform disclosure control taking into consideration disclosure permission that is set to user attribute information on, for example, a minor by a privileged person, when a user such as a minor is not capable of performing disclosure determination properly.

SOLUTION: An information holding server 12 includes a user disclosure policy database 123 for storing user disclosure policy information defined by a user, and a privileged person disclosure policy database 124 for storing privileged person disclosure policy information defined by a privileged person. On the basis of the user disclosure policy information and the privileged person disclosure policy information, user attribute information is transmitted to an information utilization server 11.
