PROBLEM TO BE SOLVED: To provide a service providing system capable of issuing a same temporary ID to a same user even when a URL for a service providing device is changed, with a low risk of the integration of personal information.

SOLUTION: A service providing device 102 includes a storage part 604 for storing an RP identifier that uniquely specifies the service providing device 102. An authentication server 101 includes: an RP identifier issuing part 204 for issuing the RP identifier; and an RP identifier acquisition part 205 for acquiring the RP identifier from the storage part 604. And the authentication server 101 issues a temporary ID to the service providing device 102 on the basis of a user ID received from a client terminal 100 and of the RP identifier.
