<P>PROBLEM TO BE SOLVED: To provide an energy absorbing member which has a small number of part items and is lightweight and superior in mass productivity and traction characteristics when being mounted on a reinforcement, and to provide a bumper device using the energy absorbing member. <P>SOLUTION: The energy absorbing member 1 has outward flange parts 11a, 11b, inward flange parts 11C, 11d, a tightening plate part 13, and a substantially angular cylindrical energy absorbing part 12 provided between the outward and inward flange parts and the tightening plate part and consisting of four sidewall faces 12a, 12b, 12c and 12d. The energy absorbing part 12 consists of an extruded hollow shape material, and bends the sidewall part of the extruded hollow shape material after slit processing of corner parts of the edge part of the extruded hollow shape material such that the outward flange parts 11a, 11b, and the inward flange parts 11C, 11d are molded integrally with the energy absorbing part 12.
