<P>PROBLEM TO BE SOLVED: To provide an image monitoring system having unspecified large number of terminal devices which allows normal startup of the terminal devices and the system by executing function restriction on the basis of actual information, while solving the problem that there is no means for confirming an operation state of a browser because a memory state of the browser is not monitored when starting a system, and therefor terminal devices and system sometimes are not started up. <P>SOLUTION: By reading a memory and executing function restriction of the system when starting the system, a part of the functions can be used, even if the memory mounted in an operation terminal is small.
