PURPOSE: A real world implementing system of a road network for analyzing a route plan in a geographic information system and a method thereof are provided to perform sensibility analysis based on an impedance model, thereby calculating a result which is the same in a real world. CONSTITUTION: A variable calculation unit(110) calculates a variable used for implementing a road network based on an analysis hierarchy process. An impedance model generation unit(120) generates an impedance model of the road network based on the variable. A sensitivity analysis unit(130) performs sensitivity analysis based on the impedance model and determines suitability of the variable.
