PURPOSE: A congestion level calculation system for a wireless relay device and a method thereof are provided to calculate the congestion level of a wireless relay device. CONSTITUTION: A first to nth wireless relay devices(50,55) include at least one terminal and provide a wireless LAN(Local Area Network) communication service. A congestion level calculation device(100) sets groups including each of adjacent wireless relay devices and the first to the nth wireless relay devices. The coverage area of each of the first to the nth wireless relay devices and the coverage area of the adjacent wireless relay devices overlap. The congestion level calculation device calculates the congestion level of the groups based on more than one of the following; the number of service terminals which is periodically received from each of the first to the nth wireless relay devices, the number of excess terminals, and traffic.
