The transmission unit (123) computes a correlation value, which indicates the degree of likelihood that the owner of an information terminal has performed an operation in response to the second operating state, with respect to each of multiple information terminals on the basis of past confirmation notices and the second change-of state notice, and transmits a state notice to an information terminal that shows a computed correlation value greater than a threshold value.
