This control device designing method includes: a threshold value determination step (S102a) for determining first, second, and third threshold values; a weighting function setting step (S103a) for setting a first weighting function so as to compute a first controlled variable by multiplying the difference between a controlled value to be achieved and an output value of a storage cell by this weighting function, a second weighting function so as to compute a second controlled variable by multiplying the output value of the storage cell by this weighting function, and a third weighting function so as to compute a third controlled variable by multiplying the integrated value of output values of the storage cell by this weighting function; and a transfer function determination step (S104a) for determining a transfer function for the control device using H8 control theory such that the first controlled variable, second controlled variable, and third controlled variable become smaller than the first, second, and third threshold values, respectively.
