Provided are a method and system for reallocating cognitive radio system resource, the method comprising: a reallocation module on a network-side node runs a reallocation algorithm to obtain a reallocation command according to a received spectrum adjustment instruction or the network status of each radio communication system monitored by the reallocation module itself; sending the reallocation command to a base station, and the base station executes the reallocation command to reallocate the resource. The method and system for reallocating cognitive radio system resource of the present invention coordinate and reallocate the spectrum resources via the reallocation command obtained according to the information received by the reallocation module located on the network-side node, so that the cognitive radio system resource can be under unified management, and mutual interference can be avoided, thereby ensuring fairness for each subsystem or operator to access the idle frequency spectrum of a main system.
