PURPOSE: A spring for seismic reinforcement with tension and elasticity and a manufacturing method thereof are provided to cost-efficiently reinforce an existing column by reinforcing horizontal and vertical force in an earthquake. CONSTITUTION: A manufacturing method of a spring for seismic reinforcement with tension and elasticity is as follows. A fiber material(10) composed of carbon fiber yarn, aramid fiber yarn, or glass fiber yarn is selected and roved. A resin is impregnated into the roved fiber material in a tank filled with a mixture of a resin, a hardener, and additive. The unnecessary resin is removed from the fiber material, and generated air bubbles are removed from the fiber material. The fiber material is wound around a roller-type molding frame(13) in a spiral shape. A spring(1) for seismic reinforcement is completed by separating the molded fiber material from the molding frame.
