In the present invention, a sound pressure level (UCL) that causes discomfort in a user is estimated without exposing the user to a loud sound that is perceived uncomfortable. This discomfort threshold level estimation system is provided with: an output unit that presents a user with a first sound that has a sound pressure in a predetermined sound pressure range, and which presents the user with a second sound that has the same sound pressure as the first sound when a first predetermined amount of time has elapsed after the first sound presentation time; a biosignal measurement unit that measures electroencephalogram signals from the user; an extraction unit that extracts feature quantities of event-related potentials of the electroencephalogram signals from the electroencephalogram signals that are measured during a second predetermined amount of time after the second sound presentation time; and an estimation unit that estimates, with reference to the relationship between predetermined event-related potential feature quantities and discomfort threshold levels, discomfort threshold levels which correspond to the extracted feature quantities of the event-related potentials.
