<p>The present invention is applicable in the technical field of communications, when a service substitution of a user terminal requires an application for an evolved radio access bear (ERAB) resource from a base station. Disclosed are a method and system for congestion control. The method comprises: a serving cell base station receiving a substituting service ERAB establishment request message transmitted by an MME, the message carrying a quality of service (QoS) attribute parameter of the new ERAB requiring establishment; determining a teardown-ready service on the basis of activity state of a service in access in the current cell; transmitting an ERAB release request message to the MME, the message carrying an ERAB identifier corresponding to the teardown-ready service, making the MME to release a resource corresponding to the torn down service, and allotting the resource to the substituting service. The method and system provided in the present invention ensure in congestion control the preferential release of the resource occupied by a service in a state of extended inactivity, thus satisfying new demand of user, while not affecting existing user use experience.</p> |
