<p>A communication device has the following: a network-side communication unit that receives emergency information from an information-distribution node; a UE-side communication unit that exchanges communication signals with user devices via a wireless base station; and a determination unit. After the UE-side communication unit broadcasts a primary notification signal giving advance notice of the distribution of emergency information, when a request signal requesting a state transition involving an RRC protocol state is received from a user device, the aforementioned determination unit determines whether or not to allow said state transition. If said state transition is a transition from a state in which emergency information can be received to a state in which emergency information cannot be received, the determination unit rejects said transition and broadcasts a secondary notification signal containing the emergency information.</p>
