PURPOSE: A memory controller, an operating method thereof, and a memory system including the memory controller are provided to increase a program count about a memory block by changing an erase count of the memory block in which a charge loss occurs. CONSTITUTION: A memory system includes a nonvolatile memory device and a memory controller(20). The memory controller controls the nonvolatile memory device and includes a control unit(33). The control unit receives data outputted from the memory block of the nonvolatile memory device and changes an erase count of the memory block based on the received data.
