<p>PURPOSE: A cursor control device, a method and a program are provided to use a touch panel included in a display, thereby implementing a cursor operation in a different display. CONSTITUTION: A first memory unit(107) memorizes a display coordinate of a cursor in a virtual coordinate space. An obtainment unit(102) obtains a detection coordinate of a touch panel mounted in a first display. A calculation unit(104) calculates a displacement vector of the detection coordinate based on the detection coordinate. A distinguishing unit distinguishes a display area in first or second displays which displays the cursor. When the cursor is displayed in the display area in the first display, a determination unit(105) determines a coordinate corresponding to the detection coordinate in the touch panel as the display coordinate of the cursor.
