Provided are a method and device for sending and receiving control signalling.The sending method includes: a base station sending primary stage signalling to user equipment (UE), wherein the primary stage signalling is used for indicating the resources used by a specific reference signal-based physical downlink control channel (D-PDCCH) of the UE to enable the UE to detect the D-PDCCH according to the primary stage signalling; the D-PDCCH being located in the area of a physical downlink shared channel (PDSCH) of the UE, and the D-PDCCH being used for carrying scheduling information about the UE.The embodiments of the present invention can realize the transmission of scheduling information with a higher capacity, and the UE can determine the location of the scheduling information.
