The system (100) has an interface that receives request for combustion state of internal combustion engine (105). An operation unit (130) of combustion state controls transition from current combustion state to requested combustion state. The operation unit actuates an export unit (140) to output control parameters and control elements for realizing transition of the combustion states. The operation unit controls the transition of the combustion states based on the priority of the received requests.
