Disclosed is a light-reflecting substrate and illumination device using same where the material thereof is capable of high light reflectance without the use of fine particles. The light-reflecting substrate comprises RNb 2 O 6 crystals and/or R 4 Nb 2 O 9 crystals (where R is one or more selected tram a group of Mg, Ca, Sr or Ba) within a glass matrix.
