PURPOSE: A composition containing hydroxamic acid or a derivative thereof is provided to ensure excellent moisturizing and antiseptic effects, and to be used in a shampoo, a hair conditioner, and soap. CONSTITUTION: A composition with antiseptic and moisturizing functions contains 1-25 wt% of hydroxamic acid or a derivative thereof derived from plants, 50-98 wt% of diol, and 1-25 wt% of glycol. The hydroxamic acid or the derivative thereof is N-[4-(N-hydroxy carbamoyl)phenyl]benzamide or N-[4-(N-hydroxy carbamoyl methyl)phenyl]benzamide. The diol is hexanediol or propandiol. The glycol is butadiene glycol.
