The characteristic region detecting section detects the characteristic region in a plurality of moving-image-component images included in a moving image, the image dividing section divides each of the plurality of moving-image-component images into the characteristic region and the background region, and the compressing section compresses a characteristic region moving image including a plurality of characteristic region images and a background region moving image including a plurality of background region images at different strengths from each other.
