There is disclosed a method of transmitting a broadcasting signal, the method comprising: encoding bits of Layer-1, L1, signaling data by a Forward Error Correction, FEC, scheme, wherein the L1 signaling data includes L1_CHANGE information indicating that the contents of the L1 signaling data will change; mapping bits of the encoded L1 signaling data into L1 signaling data symbols; frequency-interleaving the mapped L1 signaling data symbols; modulating the frequency-interleaved L1 signaling data symbols by an Orthogonal Frequency Division Multiplexing, OFDM, method; and transmitting a signal frame including preamble and service data, wherein the preamble includes P1 and P2 at the beginning of the signal frame and the P2 includes the L1 signaling data symbols. A related apparatus is also disclosed.
