PURPOSE: An operating method in a monitoring system including a client manager and a video server, the client manager thereof, and the video server are provided to reduce a building cost for the monitoring system by using a legacy camera in a monitoring system based on a network. CONSTITUTION: A PTZ(Pan,Tilt,Zoom) controller transmits a control command and a camera address to a client manager(S110). The client manager encodes the control command into a network command(S130). The network command and the camera address are transmitted to a video server(S140). The video server performs command decoding(S160). The video server controls a legacy PTZ camera(S170). The video server transmits a response to the client manager through the network(S180).
