PURPOSE: A real-time construction site present condition information providing application for a contractor and a resident and method thereof are provided to rapidly manage and report construction site information by providing construction site present condition information to the resident through a display method of a portable terminal. CONSTITUTION: A data classification unit(221) builds construction site data which is inputted in real time according to each article menu. An information creation unit(222) creates construction site present condition information for the classified data. A message creation unit(223) creates the classified construction site present condition information as a mobile message which is able to be displayed on a portable terminal. A message transmission unit(224) transmits the mobile message.
