PURPOSE: An apparatus and method for providing a walking aid service are provided to reduce power consumption according to walking aid service by adaptively providing the walking aid service depending on positions of a visually handicapped. CONSTITUTION: A control unit(100) detects a risk factor using video data from a camera module(102). The camera module converts image data, which is generated by taking of a subject, into digital data. A storage unit(104) comprises a program storing unit which stores a program for controlling an operation of a portable terminal and a data storage unit which stores data generated during program execution. A display unit(106) indicates status information, characters, moving pictures, and still pictures, etc of the portable terminal. An audio processing unit(108) controls the input and output of the audio signal. A location monitoring unit(110) estimates the position of the portable terminal.
