<P>PROBLEM TO BE SOLVED: To enable suppression of a quantization error. <P>SOLUTION: An image processing apparatus is provided with: a zero class detection part which detects a zero class in which the appearance frequency of a pixel value is zero, from among plural classes obtained by classifying each pixel value of an image according to the size of the value; and a non-zero class making part which updates the range of the zero classes detected by the zero class detection part, thereby converting the zero classes to non-zero classes in each of which the appearance frequency of a pixel value is one or more without updating the total sum of the classes.
