Disclosed are a method, device and system for realizing audio transcoding of text to speech (TTS). The method comprises: a media server receiving an access request from an application server (APP) and determining a coding and decoding type set supported by the media server; the media server receiving a TTS service request submitted by the APP, and applying, according to a TTS service type, to a TTS server for a media service data packet meeting the service type; and the media server negotiating with the TTS server according to the coding and decoding type set so as to obtain the negotiated audio coding and decoding type, transcoding the media service data packet according to the audio coding and decoding type, and then sending the transcoded media service data packet to a terminal. By means of the present invention, the success rate of accessing the data of the media service data packet by the terminal can be improved.
