A sub-administration device receives, from a primary system, administration information including information of each type of resource which a user uses on the primary system: processor resources, storage resources, and network resources. The sub-administration device allocates within the subsystem, on the basis of the received administration information, storage resources which store data of the user which the primary system retains, and minimum network resources which receive the data. The sub-administration device receives the data from the primary system using the allocated network resources, and stores same in the allocated storage resources. When the user is made to use a subsystem, the sub-administration device allocates, on the basis of the received administration information, the network resources and processor resources within the subsystem which the user uses on the primary system.
