The device (1) has control elements (2) arranged at a bottom part (20) of the device to reduce velocity and impulse of water flowing into the device. The control elements are designed as projections (4) having a longitudinal axis (18) that is arranged at predetermined angle (alpha) with respect to a longitudinal axis (13) of the device. A gap (5) is formed between the control elements and a side wall (6) of the device for passage of water. The control elements are arranged in a row and/or offset from each other. The projections are formed in a form of ribs (3). An independent claim is also included for a motor car.
