<P>PROBLEM TO BE SOLVED: To accurately identify a lamp color of a required light source. <P>SOLUTION: Exposure of an on-vehicle camera 11 is set to a degree such that it is able to identify the shape of a signal lamp; a pixel set corresponding to the signal lamp is extracted from picked-up images imaged by the on-vehicle camera 11; the lamp color of the signal lamp is identified from time change on a color space of the pixel set between a prescribed frame number; and when there is no time change, the lamp color of the signal lamp is identified from change in chromaticity directed outward from the center part of the pixel set.
