<P>PROBLEM TO BE SOLVED: To provide a protection circuit and an insulation resistance measurement device including the protection circuit. <P>SOLUTION: The protection circuit includes a first constant current control part for performing current control so that an applied current becomes equal to a first reference current predetermined and a second constant current control part connected to the first constant current control part in parallel for performing current control by controlling the current applied to the first constant current control part to be bypassed when a voltage applied to the first constant current control part is equal to or more than a first reference voltage predetermined.
